Contribution of the State

Memoranda of understanding and cooperation between the Organizing Committee ATHENS 2011 Special OlympicsWorld Summer Games - and Hellenic ministries of state / local authorities

 

With the support of the Cultural and Political Leadership, Organizing Committee ATHENS 2011 Special Olympics World Summer Games has drawn up memoranda of cooperation with the Ministries of the Hellenic Government and with Greece’s Local Authorities which confirm their declared intent to collaborate in an efficacious and timely manner to ensure the smooth preparation for and running of the Games in 2011. The following memoranda of cooperation have been signed to date, providing the framework within which the Municipality undertakes to provide the Organizing Committee with the following:

 

 

MUNICIPALITY OF ATHENS

 

The Athens Municipal camp site (in Agios Andreas) for use as part of the Special Olympics Village which will house up to 1200 athletes and people travelling with them.

 

The entire range of camping services provided on the site along with the personnel required to run and maintain it.

 

Cooperation in designing communicational programmes, practices and promotional and image applications (look of the town) for the Games throughout Athens..

 

The contribution of the Municipality of Athens to the promotion and success of the ATHENS 2011 Volunteer Programme, as well as the provision of sites at central points in Athens’ historic centre where info booths can be positioned manned by volunteers informing tourists and visitors to Athens about the Games.

 

Promotion for the ATHENS 2011 Volunteer Programme to Athens citizens using every efficacious means at the Municipality’s disposal, including the publication of informational material and advertisements in municipality printed and other media (events, web sites, Media) between March 2010 and June 2011.

 

An undertaking to jointly stage events relating to the Games on dates to be jointly decided at the following venues: TECHNOPOLIS ( MUNICIPALITY OF ATHENS), Syntagma Square, Kotzia Square.

 

Collaboration with Athens 9.84, the city’s municipal radio station, to promote the Games and the goals of ATHENS 2011.

 

Municipal cleaning and other personnel requires to prepare the city for ATHENS 2011.

 

Collaboration in the implementation of the Host Town (Polis-Amphitryon) programme, during which the international delegations will be hosted for four days in different cities and islands around Greece to enable the athletes to encounter Greek Culture and to adapt to their new environment..

 

The collaboration and contribution of the Municipal Police in ensuring security and order and providing political protection during the Games.

 

 

The ARCHDIOCESE OF ATHENS and NGO SOLIDARITY, a CHURCH OF GREECE initiative

 

a) The Archdiocese of Athens and the NGO Solidarity of the Church of Greece will assist in implementing the following to cover the specific needs of the Games:
a.1. Promoting the Games and spread the message of understanding and acceptance with regard to intellectual disabilities to the public using every medium available to it (especially publications, the Church radio station and website, participation in synods, events, conferences etc.).
a.2 Raising awareness and providing information within  the Church in relation to contributing in general, and the Games’ Voluntary Programme in particular, with a view to attracting volunteers.
a.3 Supporting the Host Town Programme, primarily through its parish organizations.

 

b) The Archdiocese of Athens and the NGO Solidarity of the Church of Greece will support Athens 2011 by covering predefined needs in relation to providing meals for the athletes and/or volunteers taking part in the Games.

 

c) The Archdiocese of Athens and the NGO Solidarity of the Church of Greece will provide gratis and free of charge hostel and camping facilities for the accommodation of accredited members of the organization and for their use by the Organizing Committee, along with the associated services and personnel required for their running and maintenance.

 

d) The Archdiocese of Athens and the NGO Solidarity of the Church of Greece will provide bedding and face towels for the Special Olympics athletes taking part in the Games. When the Games are over, Athens 2011 will donate the above to bodies and institutions suggested by the Archdiocese of Athens and/or the NGO Solidarity of the Church of Greece.

 

 

 

MINISTRY of the INTERIOR, DECENTRALIZATION and ELECTRONIC GOVERNANCE

 

Provision of Hellenic Police summer camp (Agios Andreas area) along with the staff for its operation and maintenance, to be used by Athens 2011 as part of the Special Olympics village.

  
Evaluation of the existing infrastructure of the summer camp (buildings, energy, communications, etc.) for the coverage of the needs of the Games and inquiry of the possibilities of improvement.


Traffic control, security & civil protection measures for a safe and secure environment for organizing the Games.


Participation of Hellenic Police officers in the last stage of the International Torch Run (inside Greece) along with 110 Police representatives from all over the world (Special Olympics Law Enforcement Torch Run – LETR).

 

Encouragement of the public servants of Central Administration, Regional Administration, and Local Administration Organizations of the 1st and 2nd degree to participate as volunteers to the Organizing Committee of Athens 2011 Games with legislative acts instituting special motives and with information and communication programs. Furthermore, facilitation of staffing the Organizing Committee with personnel from all degrees of Central, Regional, and Local Administration.


Examination of potential enlargement (Cooperation in matters concerning volunteers, such as legal frame, general informational programs, participation of Public Servants (informing, motives, selection, educational packages, specialties, training), participation of Regions, Prefectures, and Local Administration (contact, informing)) of existing possibilities of YPES for the better service of citizens in the frame of the preparation and conduct of Special Olympics World Games 2011.

 

 

MINISTRY of INFRASTRUCTURE, TRANSPORT and NETWORKS

 

Provision of approximately 350 buses from 20/6-5/7 2011 for the transfer of 9,500 athletes & coaches from/to SOV & competition venues.

 

Special provision for the transport of the total number of athletes for the opening (Olympic Stadium) & ending (Panathinaiko Stadium) ceremonies.

 

Constitution of a work team in the immediate future staffed by executives of OASA and OE ATHENS 2011 that will process, based on the analytic program of the games the itineraries, the operation of big transport malls in Ag. Andreas, OAKA and Elliniko, the points of embarkation and disembarkation, the waiting areas for buses, etc. The work team will work out also likely alternative plans of operation.


Accredited persons shall have free access to all OASA transportation means.


OASA will provide games specific info (routes, timetables, stops etc.) through its web site address for the facilitation of accredited persons.


Increase of itineraries on the main axes and bus lines that will support the installations of the games during 20/6-5/7 2011.

OASA and ATHENS 2011 shall co-operate in identifying proper means of communicating & promoting the message of the Games.

 

OASA will assist the ATHENS 2011 in its Volunteer Program through a series of initiatives (web site announcements, organization of related events, publications, etc).

 

Within the framework of the Memorandum of Understanding with the Ministry of Transport, is included the collaboration of the Administration of Athens International Airport EL. VENIZELOS with the Organizing Committee, according to which the following services are provided:

 

Details on arrivals and departures of missions, VIPs, and generally everyone participating in the games from June 20 until July 5, 2011.

 

More specifically, provision of remote check-in at the Special Olympics Village, in order to have a smooth and comfortable departure of the missions.

 

Identification of spaces for the operation of Delegations Welcome & Accreditation Center at the airport by the Organizing Committee

 

Provision of adequate parking spaces for the buses transporting the athletes, for OC vehicles, for baggage handling vehicles, traffic control measures, etc.

 

Implementation of security policies with the participation of the Greek Police, which is decisively assisting the Organizing Committee in this matter.

 

Cooperation in the design of communicational programs, practices and projection and image applications (look of the city) about the Games in the interior and surrounding spaces of the airport.

 

Facilitation of physically handicapped persons.

 

 

MINISTRY OF NATIONAL DEFENSE

 

Provision of Hellenic Army’s & Hellenic Air Force’s summer camps to be used as accommodation camps for athletes & coaches.


The Ministry of Defense will assist the ATHENS 2011 in its Volunteer Program through a series of initiatives for the participation of privates as volunteers.


Provision of medical services at the summer camps on a 24-hour basis by the Hellenic Army & Hellenic Air Force, without committing to undertake the full responsibility for medical coverage

 

Provision of meteorological data for the proper support of the Games, according to the capabilities of the Hellenic Air Force

 

 

HELLENIC MINISTRY OF CULTURE & TOURISM

 

The Secretariat General of Sports and the Games Organizing Committee (GOC) ATHENS 2011, went forward with the signature of the current Memorandum of Understanding, according to which the following are commonly agreed and accepted: 

 

The Opening ceremony and sports such as tennis, basketball, swimming, volleyball, power lifting, and athletics, as well as some non sport events, the Main Media Centre and the Accreditation Centre will take place at OAKA and

 

At SEF table tennis, bocce and roller-skating will be held.

 

Indicatively, but not exclusively, the following actions and services are part of the Secretariat General of Sports responsibilities:

 

Free use of OAKA and SEF venues and the necessary staff in various dates across 2010 in order to satisfy the SO Test Events needs; free use of OAKA and SEF venues and the appropriate staff to satisfy the Games-Time needs starting May 1st, until July 31st 2011.

 

Free use of some offices, supporting areas and services within OAKA and SEF from 1st March till the end of July 2011 for the preparation needs of the Opening Ceremony, the administrating support of ATHENS 2011 and the Venue operations teams.

 

Moreover, its agreed that the Secretariat General of Sports will be assisting some more specific requirements of the preparation of the Games such as:

i. Technical Officials Training

ii. Disposition of existing or new sport equipment

iii. Provision of Human Resources

iv. Games Promotion in the wider sports world

 

The National Tourist Organization (EOT) and the Games Organizing Committee (GOC) ATHENS 2011, went forward with the signature of the current Memorandum of Understanding, according to which the following are commonly agreed and accepted:

 

Promotion of Special Olympics World Games -Athens 2011 via the campaign of EOT (booklets, television spots, posters etc).

 

Creation of exhibition material for the promotion of the Games at the International Tourism Exhibitions, in which EOT participates with Kiosks and attendance of one or two representatives of Athens 2011 in the official missions of EOT.             

 

Advertising of Special Olympics World Games – Athens 2011 via the network of Offices of EOT, so much Abroad, as in the Interior of Greece, aiming to inform the public and also the Media of this Great Cultural, Social, Humanitarian, and Athletic Event, that will be proudly entertained by our country.

 

Holding of events and promotion of the games, with the opportunity of the Celebration of the World day of Tourism for the years that follow..

 

Collaboration in events that will be realised in large Greek Communities abroad (eg. New York / Astoria, Melbourne, Montreal, etc.).

 

Entertainment of officials (heads of states, celebrities, etc.) during the games but also during the test events. Up to the moment the Ministry of Tourism has contributed in the entertainment of official guests, during the Ceremony of Lighting the Flame of Hope and the Onset of the International Torch Run for the Special Olympics World Winter Games, which took place in 2009 in Idaho, USA.

 

An official dinner was also held by the Minister of Tourism during the Special Olympics World Winter Games 2009, in Idaho - USA. The dinner was held by Greece, the eve of the Closing Ceremony, as the next organizing Country of World Games. There was promotion of our country with video, advertising material, and commemorative gifts.

 

Mutual organizing of official receptions, congresses, and other events during the games but also during the test events.

 

Contribution in the promotion and organization of the torch run of Special Olympics World Games Athens 2011, so much inside Greece as abroad, aiming to the promotion of our country by international Media covering local events at that period, for the complete briefing of the roughly 180 missions from all over the world that will participate.

 

 

MINISTRY OF HEALTH & SOCIAL SOLIDARITY


Provision of First Degree Health Care (especially first aid stations and medical equipment) in sports venues and other installations that will be indicated by Athens 2011, based on undertaken conventional obligations.

 

Provision of Hospital Care and Services of Urgent Medicine


Guarantee of Public Health and Hygiene with the application of operational plans for the prevention and treatment of contagious diseases, the safety of food, and in general safeguarding environmental hygiene.

 

Provision of the summer camps of the Ministry of Health and Social Solidarity in the region of Ag. Andreas to be used by the Organizing Committee as part of the Special Olympics village, recording of existing infrastructures and the need for potential improvements

 

Collaboration on issues of volunteerism and programs of sensitization and briefing of the personnel, sanitary, but also administrative, of the Ministry of Health and Social Solidarity, as well as collaboration with Non Governmental Organizations on file by the Ministry, aiming at the attraction of volunteers with specialization in Health and Medical services

 

MINISTRY of EDUCATION, LIFELONG LEARNING and RELIGIOUS AFFAIRS:

Introduction of Educational Program Special Olympics "So get into it " in Primary and Secondary Schools..

 

Encouragement –in the frame of their competences– of Mass Media Faculties of the National and Kapodistrian University of Athens and Panteios University for the realization of Meetings and Lectures, so that students are informed about Special Olympics World Games – Athens 2011 and undertake, voluntarily, (as part of their practical training), their support in relation with communication and journalistic covering.

 

Support of "POLIS AMFITRION" (Host Town) Program of the Games, via local structures of the General Secretariat of New Generation and the Local Councils of Young People (TOSYN), aiming at informing and sensitizing local societies, as well as attendance of Athens 2011 in regional "Open Two-day Meetings" of the General Secretariat that apply to TOSYN.

 

Collaboration with the General Secretariat of New Generation and with the Integrated Administrative Sector of Higher Education of the Ministry of Education, Lifelong Learning and Religious Affairs, aiming at attracting volunteers for the Volunteer Program of Athens 2011, as well as the establishment of relative policies and processes and a system of motives for attendance and joint submission of corresponding files on European programs proposed by the organizing committee of Athens 2011.

 

Collaboration with the General Secretariat of New Generation for the planning of thematic content for the Global Youth Summit, together with the Special Olympics International Committee, as well as joint submission of files on European programs proposed by the organizing committee of Athens 2011, in regard to the financing of the organization of the Session by the European Union.

 

Provision of the summer camps of the Ministry of Education, Lifelong Learning and Religious Affairs (region of Saint Andreas) for their utilization by the Organizing Committee, as part of the Special Olympics village, along with the personnel for their operation and maintenance.

 

Investigation of possibilities of improvement of existing infrastructures of the camps (buildings, energy, telecommunications, etc.) in the frame of the regular budget of the Ministry of Education, Lifelong Learning and Religious Affairs.

 

Participation of Athens 2011 in the Congress on "the Rights of Children in 21st century Greece", which is organized in November 2008 by the National Observatory for the Rights of Children of the General Secretariat of New Generation.

 

Ministry of Foreign Affairs

 

Provision of administrative facilitations and guarantees, certainly in the frame of current legislation and international treaties, for the entry in the country of accredited athletes, coaches, attendants, and dignitaries (officials), with the issue of visas free of charge, as well as facilitation of issuing of visas to visitors to our country because of the Games. 

 

Support and international promotion of the undertaking in collaboration with the competent services of Athens 2011 via the Greek diplomatic missions around the world.

 

Invitation and attendance of Athens 2011 in international congresses and exhibitions that are organized, take place under the aegis, or in which the Ministry of Foreign Affairs takes part.

 

Mutual addressing of protocol and etiquette matters in collaboration with the competent services of Athens 2011.

 

Continual briefing of Athens 2011 on subjects of Greek exterior policy that should be taken into consideration during contacts with international institutions, as well as briefing on publications and generally information from abroad that come to attention of our diplomatic missions and are related to subjects relative to the Games, via the Briefing Service of the Ministry of Foreign Affairs.

 

In collaboration with Athens 2011, development of programs and actions for the sensitization and mobilization of Emigrant Hellenism.

 

Attraction of volunteers from Greek communities abroad.

 

Collaboration with YDAS of the Ministry of Foreign Affairs for the aid of the programs "HEALTHY ATHLETES", "POLIS AMFITRION", "WORLD CONGRESS of POLITICAL TACTICS" and "WORLD CONGRESS of YOUTH". .

 

Collaboration in matters of determination of the route and events of reception of the flame outside Greece.
